Portable document A1 for Workers
Posted workers are persons in an employment relationship with an employer established in Slovenia who are sent for work to another EU country, the United Kingdom, Iceland, Liechtenstein, Norway or Switzerland.
Workers or self-employed persons may carry out work or an activity in at least two EU Member States, the United Kingdom, Iceland, Liechtenstein, Norway and/or Switzerland (at the same time or simultaneously). Employees may be employed by one or more employers. If they are employed by more than one employer, the employers may be based in the same or different EU countries.
Employers must obtain an A1 certificate from the Health Insurance Institute of Slovenia (HIIS) for each worker. Self-employed persons must obtain an A1 certificate themselves. The A1 certificate shows which EU Member State's social security legislation applies to the holder of the A1 certificate.
The A1 certificate is obtained by submitting an application through the SPOT portal for:
1. A1 certificates based on Article 12 of EC Regulation No 883/2004 and the Transnational Provision of Services Act (ZČmIS-1) - posting.
2. A1 certificates based on Article 13 of EC Regulation No 883/2004 and the Transnational Provision of Services Act (ZČmIS-1) - cross-border provision of services by legal and natural persons registered to carry out activities with their headquarters in the Republic of Slovenia, if:
- an employee normally pursues an activity for one employer in at least two EU member states or
- a person normally pursues an activity as a self-employed person in at least two EU member states.
In other cases of determining legislation, the applicant sends the application to HIIS.
